Job Description

The Right-of-Way Supervisor leads a team responsible for acquiring easements and securing property rights to support utility and infrastructure projects in and around Manassas, VA. This role blends project management, people leadership, and technical real estate expertise to deliver compliant, on-time, and on-budget right-of-way solutions. The supervisor works closely with clients, internal teams, and property owners to ensure successful land acquisition and long-term project success.

Responsibilities

  • Lead and supervise a team of right-of-way agents and title researchers responsible for acquiring easements and property rights for utility and infrastructure projects.
  • Oversee title work, land surveys, and property research to ensure accuracy and completeness in support of right-of-way acquisition.
  • Manage project timelines, budgets, and deliverables to ensure right-of-way activities align with overall project schedules and financial goals.
  • Interpret land ownership records, title reports, land surveys, and engineering plans to support informed decision-making and proper documentation.
  • Coordinate and communicate regularly with clients and internal teams to provide project updates, address questions, and align expectations.
  • Ensure all right-of-way activities comply with company standards, safety requirements, and applicable real estate and title laws.
  • Participate in public meetings with property owners, community members, and other stakeholders to explain project impacts and address concerns.
  • Resolve issues related to land acquisition and property rights, including securing non-compensatory easements where appropriate.
  • Manage multiple priorities and projects simultaneously, balancing field activities, office responsibilities, and team oversight.
  • Support and develop team members through coaching, guidance, and clear performance expectations.
  • Collaborate with utility, infrastructure, transportation, and real estate partners to ensure right-of-way solutions meet technical and operational needs.
  • Represent the organization in a client-facing capacity, demonstrating professionalism and reinforcing trust with property owners and stakeholders.
  • Travel regularly to job sites to assess conditions, support field activities, and verify that right-of-way work is progressing as planned.

Essential Skills

  • Proven experience in right-of-way acquisition, including securing easements and property rights, with a strong focus on non-compensatory easements.
  • Demonstrated ability to manage and lead right-of-way agents and title researchers in a project environment.
  • Strong understanding of land acquisition, easements, property rights, and right-of-way processes for utility and infrastructure projects.
  • Ability to interpret title reports, land surveys, and technical drawings accurately and efficiently.
  • Proficiency in reading and interpreting land ownership records, surveys, and engineering plans.
  • Familiarity with real estate and title laws relevant to right-of-way and land acquisition activities.
  • Proven project management skills, including managing deliverables, timelines, and budgets.
  • Strong communication skills, with the ability to interact effectively with clients, property owners, internal teams, and community stakeholders.
  • Demonstrated leadership skills, including team coordination, delegation, and performance oversight.
  • Ability to manage multiple priorities and teams in a fast-paced, project-driven environment.
  • Comfort working outdoors and traveling regularly to job sites, including across varied terrains.

Additional Skills & Qualifications

  • Experience in utilities, infrastructure, or transportation projects is preferred.
  • Background in real estate, land services, or related fields is beneficial.
  • Experience working in community-facing roles or public meetings is a plus.
  • Comfort in a client-facing role with visibility and impact on high-profile projects.
  • Interest in leadership opportunities beyond individual contributor responsibilities.
  • Motivation to work in a stable, growing industry focused on infrastructure and utility development.

Work Environment

The role offers a hybrid work schedule that combines office and field responsibilities, typically including a mix of in-office days and remote work once established. The work environment includes regular travel to job sites and outdoor work across different terrains, requiring comfort with field conditions and varying weather. The position may occasionally require evening or weekend work to accommodate project needs or stakeholder schedules. Access to a company vehicle is available for site visits.

Job Type & Location

This is a Contract to Hire position based out of Manassas, VA.

Pay and Benefits

The pay range for this position is $43.27 - $57.69/hr.
