ABOUT THE ROLE

FCI Advisory, LLC is hiring a Grants Management Specialist to provide administrative grants support to the Institute of Museum and Library Services (IMLS) Office of Library Services (OLS), including the Grants to States (G2S) formula program. You'll support program officers across the full grant lifecycle - pre-award, award processing, post-award monitoring, and closeout - working entirely within the eGMS electronic grants management system. This is administrative and analytical support work; final eligibility and funding decisions are made by federal staff.

WHAT YOU'LL DO

  • Conduct administrative completeness checks on applications and validate application data in eGMS
  • Prepare draft eligibility analyses and review required documentation (strategic plans, budgets, attachments)
  • Recommend potential peer reviewers, assemble draft panel configurations, and set up review panels in eGMS
  • Troubleshoot reviewer issues by phone and email and prepare panel support materials
  • Prepare funding recommendation spreadsheets, data visualizations, and pre-award budget checks
  • Review interim and final performance reports, document administrative findings, and flag risks or noncompliance for federal review
  • Track grantee reporting compliance, conduct outreach on overdue submissions, and maintain a monitoring log
  • Process administrative personnel change requests and prepare grantee correspondence templates
  • Support the G2S five-year cycle: log reports/evaluations/plans, update statuses in eGMS, and prepare materials for 508-compliant web posting
  • Produce weekly status reports and contribute to monthly and annual performance reporting

REQUIRED QUALIFICATIONS

  • 2+ years processing applications and monitoring grant awards for a federal agency under 2 CFR 200
  • Demonstrated library program experience (MLS strongly preferred) or equivalent familiarity with library grant functions
  • eGMS experience - at least 6 months at contract start (or experience with another electronic grants management system plus completion of eGMS training within the first three months)
  • Highly proficient in Microsoft 365 (OneDrive, Excel, Teams) and Adobe Acrobat Pro, with strong data-entry skills and comfort working in complex relational databases
  • Excellent written and spoken English, including communicating clearly about data-oriented issues
  • Detail-oriented, deadline-driven, and able to work independently in a remote setting after initial orientation
  • Reliable home setup: dual monitors and 30+ Mbps internet

PREFERRED

  • Bachelor's degree (museum studies, library studies, or a discipline in the arts, humanities, or sciences)

WORK DETAILS

  • Work arrangement: Fully remote. Core availability Monday-Friday, 8:30 a.m.-5:00 p.m. ET, for virtual/conference meetings; some schedule flexibility by mutual agreement.
  • Equipment: A Government-Furnished Laptop is provided to Key Personnel; the IMLS environment is Windows 11 / Microsoft 365 / Adobe Acrobat Pro. Apple devices are not supported.
  • Scope limits: This is administrative, technical, and analytical support only - no inherently governmental functions. All final determinations are made by federal staff.
  • Performance standards: Work is measured against service-level agreements (95%+ on-time and quality-compliant submissions, with issues resolved within two business days of notification).
  • May require security/confidentiality training and a conflict-of-interest review.
