U.S. Chief Compliance Officer (CCO)

Location: Fully Remote (United States)

FS Vector is partnered with a high-growth, venture-backed fintech operating across cross-border payments and financial infrastructure globally.

The firm is building a modern, global platform designed to make money movement seamless, compliant, and transparent across jurisdictions. With an expanding U.S. footprint and multiple regulatory workstreams underway, the firm is entering a critical phase of regulatory buildout and market scale.

We are seeking a U.S. Chief Compliance Officer (CCO) to build, lead, and own the firm's U.S. legal and compliance function from the ground up.

This is the most senior compliance and legal role in the United States, serving as the primary interface with regulators and a key strategic partner to group-level, global leadership.

The Opportunity

This is a foundational leadership role for someone who wants to:

Responsibilities

Regulatory & Compliance Leadership:

  • Design, implement, and oversee the U.S. compliance program, including BSA/AML, sanctions, and financial crimes frameworks
  • Serve as the designated compliance officer for applicable licenses and regulatory regimes
  • Lead all regulatory engagement, including examinations, inquiries, and ongoing relationship management
  • Oversee AML/CFT programs including transaction monitoring, SAR/CTR filings, KYC/KYB, and sanctions screening
  • Maintain and enhance compliance policies, procedures, and internal controls

Licensing & Regulatory Strategy:

  • Own and manage U.S. Money Transmitter License (MTL) portfolio, including applications, renewals, amendments, and the overall regulatory strategy
  • Interface directly with state regulators and relevant federal bodies
  • Monitor regulatory developments and advise leadership on licensing strategy and market expansion

Consumer Protection & Risk:

  • Ensure compliance with U.S. consumer protection frameworks (e.g., Reg E, UDAAP expectations)
  • Oversee complaint management processes and customer-facing compliance requirements
  • Review disclosures, marketing materials, and customer communications

Business & Product Partnership:

  • Partner with Product and Engineering to embed compliance into product design and system architecture
  • Advise on regulatory risk in new product launches, features, and partnerships
  • Act as a strategic advisor to executive leadership on compliance and legal matters

Legal Oversight (U.S.):

  • Provide day-to-day legal support across commercial agreements, partnerships, and operations
  • Support governance of the U.S. entity, including board materials and corporate records
  • Advise on data privacy, employment considerations, and contractual matters

Team & Infrastructure:

  • Build and scale compliance policies, controls, and systems
  • Lead compliance training and foster a strong culture of compliance
  • Manage external counsel and third-party vendors

Requirements

  • JD required (active attorney strongly preferred)
  • 8-10 years of experience in compliance and/or legal roles within fintech, payments, or financial services
  • Deep expertise in U.S. regulatory frameworks, including BSA/AML, FinCEN, OFAC, and state MTL regimes
  • Direct experience managing licensing programs and regulatory examinations
  • Strong understanding of money transmission, cross-border payments, or embedded finance models
  • Experience building or scaling compliance programs in high-growth environments
  • Proven ability to engage directly with regulators and senior stakeholders
  • Strong commercial judgment with the ability to balance risk and business objectives
