Data Architect - Remote

Location: Remote (Client site: Hartford, CT) Contract Duration: 12+ months Pay Rate: $70/hour (W2)

Job Summary

This role is pivotal in establishing a robust, scalable, and accessible data practice for the State of Connecticut. The Data Strategy and Analytics Lead will combine technical expertise, strong analytical skills, and a strategic mindset to drive data and analytics awareness and adoption. Responsibilities include strategizing, maintaining, and expanding data structures (pipelines, databases, dashboards), and building a sustainable data practice to optimize government operations and ensure ethical data use for residents.

You will guide teams in leveraging data to enhance user journeys, identify product/service challenges, and foster a data-integrated culture. Ensuring data integrity, uptime, and accessibility is crucial for supporting state initiatives. A deep understanding of data modeling, user research, data analysis, visualizations, and the strategic application of data to improve service delivery across the customer lifecycle is required. A strong background in quantitative/qualitative data management, research methodologies, data engineering, analysis, business intelligence, and executive communication is essential. Emphasis will be placed on first-party/transactional data, Google Analytics, Google Search Console, CMS platforms, and other behavioral metrics systems.

Note: This is a full-stack data position requiring both hands-on technical experience and strategic leadership. Candidates with only one skillset will not be considered.

Key Responsibilities

  1. Data Strategy and Leadership:

    • Lead the development and execution of the state's data practice, aligning with organizational goals.
    • Collaborate with stakeholders to identify data needs and design solutions.
    • Identify opportunities to integrate ML, NLP, and AI-assisted analytics into government service improvement.
    • Mentor non-technical teams to build data-driven decision-making capabilities.
  2. Analysis and Measurement:

    • Collect, compare, and analyze complex datasets to identify trends and opportunities.
    • Present findings in clear, visually engaging formats for diverse audiences.
    • Create reports, dashboards, and presentations to drive improvements.
    • Develop statewide data maturity and impact measurement frameworks.
  3. Technical Maintenance and Expansion:

    • Establish enterprise data architecture standards (metadata management, data lineage, interoperability).
    • Maintain and optimize existing pipelines, databases, and dashboards; advance data innovation.
    • Design new ways to use data, AI, and analytics to modernize services.
    • Develop strategies to scale data systems, ensuring performance and integrity.
    • Oversee ETL processes for data integration.
  4. User Engagement and Enablement:

    • Design and deliver training programs for non-technical teams on data analysis.
    • Collaborate with teams to develop KPIs and impact measurement frameworks.
    • Facilitate workshops and updates to ensure cross-team alignment.
  5. Cross-Functional Collaboration:

    • Partner with leadership, IT, and stakeholders to prioritize and implement solutions.
    • Act as a liaison between technical and business stakeholders.

Experience Required

Data Collection & Analysis (3+ years):

  • Analyzing user data and metrics (Google Analytics, behavioral/analytical data).
  • Using data to solve complex problems.
  • Predictive analysis, gap analysis, quantitative reporting, user research, statistical analysis.
  • Providing data-driven insights and recommendations.
  • Bridging data gaps between technical, product, and customer-facing teams.
  • Developing and applying data models.
  • Creating presentations and narratives from data (Power BI dashboards).
  • Conducting data experiments for cross-persona/enterprise analysis.
  • Data cleansing, optimization, and ETL.
  • Developing and analyzing user surveys.
  • Organizing and storing data/queries.
  • Documenting data collection/analysis procedures.
  • Preparing and executing ROI analysis.

Technical Expertise (3+ years):

  • Managing data pipelines, ETL, databases (SQL, Power BI, Azure Data Lake).
  • Proficiency in Python or R for data manipulation.
  • Experience with modern data stack technologies (Synapse, Databricks, Snowflake, Airflow).
  • Data modeling, governance, and quality best practices.
  • Administering analytics software (GA4, GTM, SPSS, Excel, Microsoft Office Suite).
  • Using BI tools (Tableau, Power BI).
  • Experience with big data (structured and unstructured).
  • Data collection from on-prem and cloud platforms (Microsoft, Azure, Salesforce).
  • Statistical analysis and algebra.
  • Economics, business/systems analysis, quality assurance.
  • Manipulating large, complex datasets.
  • Documenting data processes and configurations.

Strategy, Communications, and Governance (3+ years):

  • Led a data function, practice, or vertical.
  • Presented analytical insights and data strategies to leadership.
  • Developed a data practice (strategy, training, tools, support).
  • Communication and collaboration with cross-functional teams and government partners.
  • Crafting compelling presentations and narratives from data findings.
  • Explaining data analysis to stakeholders with varying data comprehension.
  • Using data to improve internal team capabilities and operations.
  • Training non-technical teams on data analysis.
  • Competitor research for product/service improvement.
  • Researching and implementing market trends.
  • Organizing focus groups and feedback loops.
  • Establishing and integrating KPIs.
  • Improving research or data management environments.
  • Standardized testing of products/services using data.
  • Ability to manage multiple project workstreams.
  • Ability to maintain strict confidentiality.
  • Diplomatic engagement with government staff.

Other Preferred Skills & Qualifications

  • Domain knowledge (Health, Business, or Education).
  • Experience in large enterprise or public-sector environments.
  • Experience with first-party, behavioral, and CRM metrics platforms.
  • Bachelor's degree in a relevant field (Computer Science, Business, IT, etc.).
  • Experience with machine learning, AI, and cognitive service models.
  • Understanding of data ethics, bias mitigation, accessibility, and equitable data use.
  • 2 years' experience with Power BI or other data visualization platforms.
  • 2 years of user research and feedback analysis.
  • 2 years of data governance and data security.
  • 1 year of API development.
  • 1 year of marketing experience (metrics-supported).
  • 1 year of project management experience.
  • 1 year of experience with CRM platforms (Salesforce).
  • 1 year of experience with CMS platforms (Sitecore).
