Job Summary
GovCIO is seeking a Business Analyst/Scrum Master to support the EPA's Office of Information Technology (OIT) contract needs. This fully remote position is located in Research Triangle Park, North Carolina, and requires a Public Trust clearance. The role involves supporting incremental Low Code Application Development, including operations and maintenance for platforms like Microsoft PowerApps and SharePoint, while sunsetting legacy applications.
Responsibilities
- Gather business and user requirements, translating them into user stories for platform functionality.
- Conduct client requirements elicitation and improve business processes.
- Create business documentation for stakeholders and draft change requests/defect documentation.
- Prepare documents such as wireframes, design flows, and UI mockups.
- Oversee the integration of business and systems requirements, supporting the technical team.
- Collaborate with Scrum Teams, Designers, and Developers.
- Utilize a strong understanding of agile methodologies, including capacity, points estimating, and velocity.
- Groom the Product Backlog based on Product Owner prioritization.
- Ensure stakeholder representation throughout planning, development, and release.
- Create user stories with acceptance criteria.
- Consult with subject matter experts on feasibility and solutions.
- Work with the Product Owner to create and prioritize the product backlog.
- Provide direction to the Scrum development team, facilitating release and sprint planning, daily stand-ups, sprint demos, retrospectives, and story grooming.
- Track and communicate team velocity and sprint/release progress.
- Facilitate conflict resolution and promote continuous improvement.
- Update Jira Agile tracking systems for backlog transparency.
- Regulate the change process for incorporating approved changes.
- Support and perform QA/Test activities to verify requirements.
Qualifications
Required
- Bachelor's degree with 8 years of commensurate experience.
- Minimum of 5 years of experience as a Scrum Master/Certified SAFe Agilist.
- Ability to thrive in a fast-paced environment across diverse systems and groups.
- Proficiency in facilitating discussions and resolving team conflicts.
- Experience with agile project management tools (e.g., Jira, ServiceNow).
- Excellent verbal, written, and interpersonal communication skills.
- Strong time management skills.
Clearance Required
- US Citizenship required for EPA Public Trust clearance.
Preferred
- Experience supporting government clients.
Salary Range
- USD $105,000.00 - USD $150,000.00 /Yr.
