Overview
GovCIO is currently hiring for a Senior Process Analyst to support the design, development, and maintenance of mission-enabling applications for the U.S. Coast Guard. This is a remote position.
Responsibilities
As a Senior Process Analyst, you will support the rapid delivery of functional applications and automated workflows in accordance with the Software Lifecycle Management Plan (SLMP). Core responsibilities include:
- Meet with stakeholders to understand and collect complex business requirements, acting as the primary bridge between mission owners and technical teams.
- Document requirements in the form of Enhancement Requests and User Stories, ensuring each includes clear, concise, and testable acceptance criteria.
- Perform verification testing on ServiceNow services and modules built by the development team to ensure alignment with documented requirements and user needs.
- Explain ServiceNow capabilities and platform usage to business users, facilitating training and driving platform adoption across the USCG.
- Execute the full SDLC utilizing diverse methodologies, including Scrum, Agile, DevSecOps, Lean, and Waterfall, ensuring ServiceNow releases are delivered on schedule.
- Collaborate with stakeholders to translate operational needs into scalable, functional scoped applications and ServiceNow modules.
- Minimize technical debt by advocating for "out-of-the-box" alignment and adhering to ServiceNow platform governance best practices.
- Maintain cybersecurity compliance by ensuring business processes and application designs conform to USCG system security requirements and federal data protection standards.
- Produce and maintain technical documentation, including functional requirements documents, user guides, and updates to the Software Lifecycle Management Plan.
Qualifications
High School with 6 - 9 years (or commensurate experience)
Required Skills & Experience
- Demonstrated experience as a Business or Process Analyst supporting the ServiceNow platform.
- Proven ability to execute the SDLC using modern frameworks such as Agile, DevOps, or DevSecOps in a mission-critical environment.
- Experience documenting requirements specifically for USCG, DoD, DHS, or federal cybersecurity-focused environments.
- Proficiency in quality assurance (QA) and verification testing within the ServiceNow platform.
- Strong communication skills with the ability to lead stakeholder meetings and translate technical capabilities into business value.
- Ability to manage tasks in a fast-paced environment, focusing on process efficiency and operational readiness.
Clearance Required: Active Secret Clearance
Preferred Skills & Experience
- Experience supporting U.S. Coast Guard or Department of Homeland Security (DHS) programs.
- Knowledge of ServiceNow Governance or the Common Service Data Model (CSDM).
- Familiarity with ITIL framework and enterprise IT governance.
- Strong analytical, problem-solving, and continuous improvement mindset.
Posted Salary Range
USD $100,000.00 - USD $130,000.00 /Yr.

The total compensation package may also include other elements, to be discussed during the hiring process.
