Overview
GovCIO is currently hiring for a Technical Delivery Manager with Healthcare Subject Matter Expertise to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) Program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This is a fully remote position within the United States with core hours of Monday through Friday, 8:00 AM to 5:00 PM ET.
Responsibilities
In this role, you will directly support the Health Data Management (HDM) Integration Lead for various VA applications. Key responsibilities include:
- Serve as a subject matter expert supporting healthcare, informatics, Agile, and policy domains.
- Evaluate incoming demand and intake requests to validate scope, alignment, and readiness.
- Advise on data governance, treatment, and purpose of use considerations.
- Prepare and deliver executive-level briefings, summaries, and decision documents.
- Engage with stakeholders across VA, program leadership, and technical delivery teams.
- Develop product roadmaps, document requirements, process flows, technical impacts, and decision outcomes.
- Assess legal and policy impacts related to data, applications, and integrations.
- Contribute to program planning, milestone tracking, and operational readiness tasks.
- Facilitate communication across cross-functional teams to ensure clarity and alignment.
- Submit product reporting through tools such as VA PARS and Jira.
Qualifications
- Bachelor's degree in Business Administration, Business Management, Computer Science, Information Systems, Operations Research, or related fields with 5 years of experience (or 10 years commensurate experience, or 8 years with applicable certifications).
Required Skills and Experience
- Clearance Required: Public Trust Eligibility.
- Demonstrated experience working with clinician-facing data and systems (e.g., VA CCD/CCDA, JHIE-based systems, Clinical Viewer).
- Demonstrated understanding of Agile methodologies.
- Healthcare background with familiarity in clinical or operational workflows.
- Strong communication skills, including stakeholder engagement and executive-level presentations.
- Ability to operate independently in fast-paced, high-visibility environments.
- Familiarity with electronic health record management (EHRM) systems.
Preferred Skills and Experience
- Strong background in clinical workflow and real-time data use.
- Experience with the Veterans Affairs VistA electronic health record ecosystem.
- Knowledge of legal and policy frameworks related to healthcare data and privacy.
- Experience supporting demand and intake workflows.
- Understanding of treatment and purpose of use requirements in federal healthcare settings.
- Project management experience in federal or healthcare sectors.
Compensation and Benefits
- Salary Range: USD $110,000.00 - $115,000.00 /Yr.
