Accountabilities

  • Lead enterprise-wide pricing strategy development for federal proposals, task orders, IDIQs, and strategic captures across defense and national security sectors.
  • Direct price-to-win (PTW) activities, including competitor analysis, customer buying behavior assessment, pricing sensitivity analysis, and market benchmarking.
  • Develop and maintain competitive intelligence frameworks, pricing methodologies, governance standards, and analytical tools to support organizational growth objectives.
  • Collaborate with capture, proposal, finance, contracts, procurement, HR, and operations teams to ensure compliant and executable pricing solutions.
  • Build and oversee cost models, labor strategies, pricing narratives, BOEs, and pricing volumes aligned with technical and operational assumptions.
  • Provide executive-level recommendations regarding pricing risk, margin optimization, competitive positioning, and pursuit strategy.
  • Support negotiations, audits, customer pricing discussions, and pricing-related due diligence initiatives while driving process improvements and automation opportunities.
  • Mentor and guide high-performing pricing and competitive intelligence teams across multiple strategic pursuits simultaneously.

Requirements

  • Bachelor's degree in Finance, Accounting, Economics, Business, Engineering, or a related discipline; advanced degree preferred.
  • 10+ years of experience in federal government contracting pricing, capture management, or competitive intelligence roles.
  • 5+ years leading strategic pricing or PTW initiatives for defense, intelligence, or national security programs.
  • Strong expertise in FAR/DFARS regulations, federal acquisition processes, indirect rate structures, cost proposal development, and labor pricing strategies.
  • Proven experience supporting large and highly competitive pursuits valued between $50M and $1B+.
  • Advanced analytical and financial modeling skills with strong proficiency in Excel, pricing systems, and federal pricing methodologies.
  • Familiarity with tools such as Deltek Costpoint, GovWin, PRICE Systems, or other parametric estimating platforms is highly valued.
  • Strong leadership, communication, and presentation skills with the ability to influence executive stakeholders and cross-functional teams.
  • U.S. citizenship and ability to obtain a Secret clearance required; TS/SCI eligibility preferred.
  • Certifications such as CPP, APMP, PMP, or NCMA are considered a plus.
