Position Overview

We are seeking a highly experienced Senior PeopleSoft Payroll Functional Technical Lead to support and enhance a large-scale PeopleSoft HCM 9.2 Payroll environment within a statewide ERP ecosystem. The ideal candidate will possess deep expertise in payroll operations, enterprise system configuration, technical development, compliance, and production support while collaborating with multiple agencies and stakeholders.

Key Responsibilities

  • Provide functional and technical support for the PeopleSoft HCM 9.2 Payroll module within a statewide CAPPS environment.
  • Perform system configuration, enhancements, and troubleshooting activities to support payroll operations.
  • Develop and maintain technical components using App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools.
  • Manage and monitor batch processing activities, including Run My Jobs (RMJ).
  • Support Approval Workflow Engine (AWE) configuration and workflow management.
  • Coordinate statewide Fiscal Year processing activities and ensure timely completion of payroll cycles.
  • Provide direct payroll support to multiple agencies, including quarterly 941 reconciliations, payroll discrepancy resolution, and corrective action coordination.
  • Prepare executive-level presentations, audit reports, and documentation to support open records requests.
  • Interpret contractual requirements and ensure vendor accountability and compliance.
  • Develop strategic roadmaps by collaborating with cross-functional teams and stakeholders.
  • Ensure adherence to federal labor laws, NIST security standards, and enterprise security best practices.
  • Create and maintain WCAG 2.1-compliant documentation and communication materials.
  • Utilize PeopleSoft support tools including PUM, Fluid, and Elastic Search.
  • Participate in production support, issue resolution, and continuous improvement initiatives.

Required Qualifications

  • Extensive experience supporting the Payroll module in PeopleSoft HCM 9.2.
  • Strong technical expertise with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related technologies.
  • Experience performing system configuration changes and managing payroll workflows.
  • Strong understanding of federal labor laws and payroll compliance requirements.
  • Experience with batch job management (RMJ) and Approval Workflow Engine (AWE).
  • Knowledge of NIST security standards, multi-tenancy concepts, and security best practices.
  • Experience preparing executive presentations, audit reports, and open records documentation.
  • Experience coordinating statewide fiscal year processes.
  • Experience supporting multi-agency payroll operations and payroll reconciliations.
  • Knowledge of ITIL principles, ITSM, and ITAM practices.

Preferred Qualifications

  • Experience supporting CPA CAPPS environments and statewide ERP initiatives.
  • Experience performing SQL activities to synchronize CAPPS and SPRS systems.
  • Experience participating in Disaster Recovery exercises.
  • Experience providing Tier 2 Service Desk support in large multi-agency environments.
  • Experience supporting functional project management activities within CAPPS programs.
  • Knowledge of State of Texas policies and extensive Texas public sector experience.
  • Experience supporting legacy Statewide Financial Systems.
