Senior Government Consultant II - Medicaid Policy Specialist

We are seeking a talented individual to join our Government Health Services Consulting (GHSC) team at Mercer, a Marsh business.

As a Senior Government Consultant II - Medicaid Policy Specialist, you will play a vital role as a core team member providing expert insights on complex projects for clients, which are primarily state Medicaid and Children's Health Insurance Program (CHIP) agencies.

What you will do

• Provide research, analysis, and strategic consulting on Medicaid managed care policy, procurement, and contracting.
• Participate in designing, developing, and implementing Medicaid and CHIP programs.
• Develop innovative strategies to resolve complex issues where policy guidance is unclear.
• Analyze the implications of policy, legal, and political changes on State Medicaid programs.
• Communicate results to clients, health plans, and stakeholders.
• Contribute to thought leadership, including articles and policy summaries.
• Plan and coordinate projects to support Medicaid policy research and implementation.
• Engage with stakeholders to gather feedback and inform recommendations.
• Manage the quality and timeliness of client deliverables.

• Bachelor's degree.
• Minimum 5+ years of relevant experience.
• Demonstrated success in managing complex projects and navigating Medicaid policy topics.
• Excellent project management, leadership, and interpersonal skills.
• Success working across matrix teams.
• Excellent written and oral communication skills.
• Ability to manage multiple deadlines in a fast-paced environment.
• Ability to translate technical findings into clear, client-friendly insights.

What makes you stand out

• Master's degree in health policy, public policy, health management, public health, or a related field.
• Experience with state agency Medicaid managed care procurement or compliance.
• Expertise in targeted monitoring (e.g., readiness reviews, Mental Health parity/MHPAEA compliance, or program integrity).
• Experience with Medicaid State Plans and waiver authorities.
• Experience working with Medicaid actuaries.

Compensation

The applicable base salary range for this role is $115,200 to $230,400, depending on experience, skills, and location. This position may also be eligible for performance-based incentives. We offer a comprehensive total rewards package, including health benefits, tuition assistance, and 401K programs.
