Overview

Greetings from My3tech! We are seeking a highly skilled Systems Analyst 3 to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This is a remote, 6+ month contract opportunity.

Services Overview

The selected candidate will join the Fiscal Management Statewide Fiscal Systems team. You will support the CAPPS Program, including HR/Payroll (Recruit), Financials, STARR, and ancillary systems. You must be adaptable and prepared to learn new platforms, such as CGI Advantage.

Annual Professional Training Requirement

The candidate is required to complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise. This training is conducted on personal time at the candidate's expense. Documentation of completed hours must be provided by July 31st of each contract term.

Position Requirements

The role involves advanced consultative and technical assistance for the CAPPS Program, with a primary focus on the security framework:

  • Manage and enforce role-based access control (RBAC) and least privilege models.
  • Design and maintain segregation of duties (SoD) rules and remediate conflicts.
  • Validate security roles, permission sets, and custom authorizations.
  • Monitor and analyze authentication, authorization, and privilege escalation logs.
  • Oversee secure integration of third-party apps via SAML, OAuth, OIDC, SCIM, and custom APIs.
  • Validate application changes for security and compliance impact.
  • Investigate identity-related security incidents.
  • Ensure all digital products meet WCAG 2.1 accessibility standards.
  • Review and approve security deliverables related to CAPPS architecture, SDLC, disaster recovery, and security plans.

Candidate Skills and Qualifications

Candidates must meet the following minimum requirements:

  • 10+ years: Texas public sector experience supporting a state agency.
  • 10+ years: Technical activities supporting CPA application systems.
  • 10+ years: Strategic roadmap creation and management.
  • 10+ years: Executive-level presentations.
  • 10+ years: Technical project management for the CAPPS program.
  • 10+ years: Interpreting contractual language and vendor management.
  • 10+ years: Data integration, data quality, and SDLC processes.
  • 10+ years: IT security and control practices.
  • 10+ years: PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode, SQL, PS Query, SQR, Application Engine, and Oracle 11+.
  • 10+ years: CAPPS Central production and deployment support for 100+ agencies.
  • 8+ years: IT service desk and ITIL framework methodologies.
  • 5+ years: Security analyst role overseeing a Managed Services provider.
  • 5+ years: User role segregation of duties (SoD) in multi-tenant applications.

Preferred Qualifications

  • 10+ years: Software and hardware management best practices.
  • 10+ years: CPA legacy Statewide Financial Systems production support.
  • 10+ years: Developing technical specifications for IT procurements.
