The Office of External Affairs manages critical public interactions, from raising awareness and promoting healthy behaviors to advancing policies and responding to health emergencies. The Bureau of Communications develops culturally responsive public health marketing campaigns, creates materials to inform New Yorkers of health information and program services, provides translation services, maintains the agency's website, and publishes content on social media platforms. Within Creative Communications, the Design group oversees artwork, design, layout, and the creation of print and digital media.
Position Summary
Reporting to the Director of Design, the Social Media Graphic Designer is responsible for the look, feel, creation, and development of social media images, in collaboration with the Digital Communications and Design teams. This role handles proactive design for planned social campaigns as well as rapid response design for emergency and urgent situations.
Job Duties and Responsibilities
- Assist the Design Director in overseeing the look and feel of social media design projects, working closely with the Digital Communications Social Media team.
- Design social media content with a focus on typography, composition, and message hierarchy. Assist in design for print, web, and video as needed.
- Transform health data into easy-to-understand and compelling content with illustrations, infographics, charts, and graphs.
- Ensure all social media graphics meet design excellence standards and adhere to agency brand guidelines.
- Coordinate and collaborate with members of the Communications team, including Creative Communications, Press Office, and Executive Communications.
- Work in a 24/7 fast-paced media environment with short turnaround times, including after hours and on weekends as necessary.

Minimum Qualifications
- A baccalaureate degree in fine or graphic arts from an accredited college and one year of full-time paid experience as a commercial or graphic artist; OR
- A four-year high school diploma or equivalent, plus two years of technical school training in art media and three years of acceptable full-time paid experience as a commercial or graphic artist.
To be qualified for Assignment Level II, individuals must have:
- At least one year of experience as a Graphic Artist, Assignment Level I; OR
- The qualifications described above, plus two additional years of specialized paid experience in conceptualizing and initiating graphic art projects.
Preferred Skills
- Knowledge of graphic design, photography, videography, video editing, web design, and strategic, creative, and critical thinking.
- Proficiency in Adobe Creative Cloud (InDesign, Illustrator, Photoshop, Premiere Pro, After Effects, Rush, and Adobe Express preferred).
- Knowledge of 2D animation for social channels preferred.
- Ability to handle multiple deadlines in a fast-paced environment while collaborating with multiple stakeholders.
- Familiarity with accessibility design.
- Ability to communicate complex messages through clear and simple design to diverse New York City audiences.
- Knowledge of digital content trends on all NYC Health channels (X, Instagram, Facebook, Threads, YouTube, LinkedIn, etc.).
- Self-motivated with exceptional attention to detail and accuracy.
- Excellent organizational skills with the ability to manage and prioritize multiple projects, tasks, and timelines.
- Professional, courteous, and respectful attitude.

Residency Requirement
New York City residency is generally required within 90 days of appointment. City employees with two continuous years of service may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
