Position Overview

The Commonwealth of Pennsylvania is seeking an experienced Azure DevOps Engineer & Administrator to support mission-critical government systems and cloud modernization initiatives. This role is responsible for administering Azure DevOps and GitHub Enterprise environments, implementing secure CI/CD automation, managing cloud governance, and supporting enterprise modernization efforts within regulated environments.

The ideal candidate will have strong expertise in Azure DevOps administration, GitHub Enterprise, Infrastructure as Code (IaC), CI/CD pipeline engineering, cloud security, and DevOps best practices.

Key Responsibilities

Azure DevOps & GitHub Administration

Administer and optimize:

  • Azure DevOps Services
  • GitHub Enterprise Cloud/Server

Manage:

  • Azure Boards
  • Repositories
  • Pipelines
  • Artifacts
  • Test Plans

Configure:

  • Branch policies
  • Security groups
  • Service connections
  • Agent pools
  • RBAC access controls
  • Implement governance, auditing, and compliance standards
  • Support migration efforts between Azure DevOps and GitHub

Collaborate with cybersecurity teams on:

  • Vulnerability remediation
  • ATO processes
  • Continuous monitoring

CI/CD Pipeline Engineering

Design and maintain:

  • YAML pipelines
  • Azure Pipelines
  • GitHub Actions workflows

Implement:

  • Automated testing
  • Code scanning
  • Approval workflows
  • Artifact management

Integrate pipelines with:

  • Azure App Services
  • AKS
  • Azure Functions
  • Azure SQL
  • Key Vault
  • Azure Storage
  • Develop reusable pipeline templates and deployment strategies

Required Skills & Experience

  • 5 years of experience with Azure DevOps administration and development
  • Strong expertise in Azure DevOps Services, Azure cloud administration, GitHub Enterprise administration, Git and branching strategies, and CI/CD methodologies
  • Hands-on experience with YAML pipelines, Azure Pipelines, and GitHub Actions
  • Infrastructure as Code: Terraform, Bicep, ARM Templates
  • Experience with PowerShell scripting, security and compliance-driven environments, and DevOps governance and automation
  • Strong troubleshooting, communication, and documentation skills

Highly Desired Qualifications

  • Microsoft certifications: AZ-400, AZ-104, AZ-305
  • GitHub certifications: GitHub Foundations, GitHub Actions, GitHub Administration
  • Experience with Azure Monitor, App Insights, Log Analytics, cloud security and compliance, .NET, Java, or Node.js ecosystems
  • Knowledge of AI platforms and automation tools
