Position Overview
The Commonwealth of Pennsylvania is seeking an experienced Azure DevOps Engineer & Administrator to support mission-critical government systems and cloud modernization initiatives. This role is responsible for administering Azure DevOps and GitHub Enterprise environments, implementing secure CI/CD automation, managing cloud governance, and supporting enterprise modernization efforts within regulated environments.
The ideal candidate will have strong expertise in Azure DevOps administration, GitHub Enterprise, Infrastructure as Code (IaC), CI/CD pipeline engineering, cloud security, and DevOps best practices.
Key Responsibilities
Azure DevOps & GitHub Administration
Administer and optimize:
- Azure DevOps Services
- GitHub Enterprise Cloud/Server
Manage:
- Azure Boards
- Repositories
- Pipelines
- Artifacts
- Test Plans
Configure:
- Branch policies
- Security groups
- Service connections
- Agent pools
- RBAC access controls
- Implement governance, auditing, and compliance standards
- Support migration efforts between Azure DevOps and GitHub
Collaborate with cybersecurity teams on:
- Vulnerability remediation
- ATO processes
- Continuous monitoring
CI/CD Pipeline Engineering
Design and maintain:
- YAML pipelines
- Azure Pipelines
- GitHub Actions workflows
Implement:
- Automated testing
- Code scanning
- Approval workflows
- Artifact management
Integrate pipelines with:
- Azure App Services
- AKS
- Azure Functions
- Azure SQL
- Key Vault
- Azure Storage
- Develop reusable pipeline templates and deployment strategies
Required Skills & Experience
- 5 years of experience with Azure DevOps administration and development
- Strong expertise in Azure DevOps Services, Azure cloud administration, GitHub Enterprise administration, Git and branching strategies, and CI/CD methodologies
- Hands-on experience with YAML pipelines, Azure Pipelines, and GitHub Actions
- Infrastructure as Code: Terraform, Bicep, ARM Templates
- Experience with PowerShell scripting, security and compliance-driven environments, and DevOps governance and automation
- Strong troubleshooting, communication, and documentation skills
Highly Desired Qualifications
- Microsoft certifications: AZ-400, AZ-104, AZ-305
- GitHub certifications: GitHub Foundations, GitHub Actions, GitHub Administration
- Experience with Azure Monitor, App Insights, Log Analytics, cloud security and compliance, .NET, Java, or Node.js ecosystems
- Knowledge of AI platforms and automation tools

- Hybrid role based in Harrisburg, PA
