Job Description

The Public Employees Retirement System (PERS) is seeking two self-starters with strong communication and facilitation skills for Project Manager (PM2) positions within the Modernization Division (MOD), Enterprise Portfolio, Innovation and Change (EPIC) section. These are full-time, permanent, 100% remote positions. This recruitment will establish a list of qualified applicants for current and future vacancies. These positions are represented by the Service Employees International Union (SEIU).

PERS serves the people of Oregon by administering public employee benefit trusts. The Modernization Division provides leadership and support for PERS' key goals, acting as a center of excellence for developing solutions and implementing critical agency decisions. The EPIC section focuses on supporting business and enterprise capabilities through business process management, data-driven decisions, and project/portfolio management, contributing to the strategic plan's outcomes.

What You Will Be Doing

  • Lead the planning and administration of medium-to-large agency-wide enterprise projects, potentially including IT projects.
  • Support Sr. Technical Project Managers on PM teams.
  • Direct and coordinate project activities for assigned technical and end-user staff.
  • Control project scope, cost, and delivery schedules.
  • Develop detailed project plans and effort-based schedules.
  • Manage the execution of work plans using PMBOK-based methodologies.

Minimum Qualifications

  • Five years of progressively responsible experience related to the class concept. OR
  • Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification. OR
  • Two years of progressively responsible experience related to the class concept AND a Bachelor's degree in Business Administration, Management, Public Administration, or a closely related field. OR
  • A Project Management Professional Certification awarded by the Project Management Institute.

Highly Competitive Candidates Will Possess:

  • Advanced knowledge of formal project management methodology.
  • Self-motivated with the ability to work in teams.
  • Strong attention to detail.
  • Strong communication and facilitation skills.
  • Experience with user acceptance testing.
  • Background, knowledge, and experience with effort-based scheduling.
  • Project Management Professional (PMP) certification preferred.
