The Higher Education Coordinating Commission's Office of Student Access and Completion is seeking a Grants, Loans, and Program Manager 1 to help lead programs that expand educational opportunity across Oregon.
This is a full-time limited duration/job rotation opportunity that is expected to last through 6/30/28 and may become permanent. This position is headquartered at HECC's Salem Office and is not represented by the union. The successful candidate may be eligible for in-state hybrid work.

What You Will Be Doing
You will be responsible for planning, organizing, and managing the programs, policies, and regulatory operations associated with OSAC‑administered scholarships. The role provides strategic leadership on applicable laws, rules, and internal processes, and oversees a team responsible for scholarship program administration. The position also carries fiscal oversight responsibilities, including establishing fiscal processes, developing budget forecasts, and ensuring accurate tracking and reconciliation of scholarship funds.
Program Oversight and Direction
- Provides leadership and oversight for multiple distinct boutique grants and scholarships programs.
- Provides direct supervision to program staff.
- Oversees development and implementation of administrative rules, policies, and procedures.
- Evaluates business operations and systems to maximize efficiency and reduce risk.
- Provides authoritative direction on program content and service delivery.
- Manages policies for programs that require submittals from public and private partners.
- Aligns systems, conducts operational evaluations, and manages sensitive data.
Partnership Planning and Development
- Works with institutional staff at the Oregon Community Foundation, other state agencies, public universities, community colleges, private institutions, and OSAC partners.
- Coordinates program reviews, reporting, policy, and compliance.
Minimum Qualifications
Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
