Pacific Northwest Region

Our Pacific Northwest Water division teams, based in Seattle, Bellevue, Portland, and Spokane, serve numerous state and municipal clients, alongside multiple federal agencies. We have a proven track record of successfully delivering technically demanding projects, including:

  • Jan Road Levee Setback Design (Cedar River, King County, WA): Provided analysis, design, and construction support for enhanced flood protection, habitat restoration (including a new side channel), and roadway protection. The project is built and currently under environmental monitoring.
  • Lakemont Boulevard at Coal Creek Bridge Design: Designed a bridge over an abandoned mine to replace a failing culvert and at-risk road embankment. The design included secant pile walls, structural elements, and geotechnical and hydraulic evaluations, with future phases for culvert removal and stream restoration.
  • Columbia River Rock Dikes (WA): Executed hydraulic analyses and civil design for three rock dikes to mitigate island erosion, direct river flow into the navigation channel, and facilitate near-shore juvenile fish passage.
  • San Joaquin River Restoration: Provided water resource engineering, hydraulic modeling, hydrographic survey, and fluvial geomorphology services for the largest river restoration project in the U.S. This included developing preliminary designs and cost estimates for modifications to existing structures, fish screens, bypasses, levee setbacks, river re-routing, and floodplain reconnection.

Water Resources Program Manager - Portland, Oregon

Tetra Tech is seeking an experienced Water Resources Program Manager with operational leadership aspirations to join our Portland team. This role offers the chance to manage large, complex, multi-disciplinary projects in riverine infrastructure and restoration, fish passage design, stream restoration, hydrology and hydraulics, levee analysis and design, and flood protection.

Key Responsibilities:

  • Lead project management for major water resources projects.
  • Collaborate with business development to strategize and execute growth opportunities, focusing on sustainable and resilient water future solutions.
  • Foster and expand client relationships locally and regionally.
  • Serve as a technical lead for hydrologic/hydraulic analyses and river engineering.
  • Mentor and supervise engineers in the Portland office.
  • Support the company's risk management program, overseeing quality assurance/quality control, and contributing to financial, project management, backlog, and utilization goals.

Qualifications:

  • Licensed Civil Engineer with 15+ years of relevant experience.
  • Licensed in Oregon, or ability to obtain licensure within one year.
  • Demonstrated expertise in hydrologic/hydraulic analyses and design of large, complex coastal and/or river engineering projects.
  • 10+ years of experience managing large civil projects in the Pacific Northwest.
  • Proven ability to lead multi-disciplinary teams on technically complex projects.
  • Strong interpersonal and communication skills, with a collaborative approach.
  • Ability to work regularly in the Portland office (minimum 3 days per week).
  • Willingness to champion local business development efforts.
