Position Overview

The Indiana Department of Child Services (DCS) is seeking an experienced Business Analyst to support MaGIK and other Child Welfare information systems. The selected candidate will serve as a liaison between business stakeholders and technical teams, providing analysis, documentation, process improvement recommendations, and technology solutions that support the agency's child welfare mission.

This role requires extensive experience in business systems analysis, requirements management, workflow design, software development lifecycle (SDLC), testing support, and stakeholder engagement. The Business Analyst will work closely with software development, quality assurance, project management, and business teams to ensure successful delivery of technology initiatives.

Key Responsibilities

• Analyze business processes, workflows, and operational requirements within Child Welfare programs.
• Understand agency mission, goals, business functions, and how MaGIK supports DCS operations.
• Gather, document, and validate business, functional, and non-functional requirements.
• Create and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), user stories, process flows, and traceability matrices.
• Develop wireframes, conceptual designs, workflow diagrams, and business process models.
• Collaborate with development, QA, systems support, and project management teams throughout project lifecycles.
• Translate business needs into technical requirements and communicate technical concepts to non-technical stakeholders.
• Conduct system analysis and recommend technology-based solutions to improve business operations.
• Support project planning, resource planning, issue management, risk identification, and status reporting.
• Participate in system testing activities, including test planning, test case development, User Acceptance Testing (UAT), defect management, and validation.
• Perform data analysis and reporting using SQL, Excel, Power BI, or related tools.
• Validate data flows, system integrations, and API interactions (REST/SOAP).
• Support implementation, deployment, and production system activities.
• Develop and maintain technical standards, procedures, and documentation.
• Provide project updates to stakeholders, management, and executive leadership.
• Assist with quality assurance initiatives, strategic planning, process improvement efforts, and client relationship management.

Required Qualifications

Education

• Bachelor's Degree from an accredited institution.

Experience

• Minimum 5 years of experience performing business process analysis and requirements documentation.
• Minimum 5 years of experience creating BRDs, FRDs, User Stories, and Traceability Matrices.
• Minimum 5 years of experience in business process modeling and workflow design using Visio, BPMN, or similar tools.
• Minimum 5 years of experience across the full Software Development Life Cycle (SDLC), including Analysis, Design, Testing Support, and Implementation.
• Minimum 5 years of experience working in Agile and/or Waterfall environments.
• Minimum 5 years of experience using Jira or similar project management tools.
• Minimum 5 years of experience supporting system testing, UAT, defect tracking, and test documentation.
• Minimum 5 years of experience performing data analysis using SQL, advanced Excel, Power BI, or similar reporting tools.
• Minimum 5 years of experience working with systems integrations, APIs (REST/SOAP), and data validation.
• Minimum 5 years of experience supporting enterprise platforms such as Salesforce, ERP systems, or comparable technologies.

• Experience working within government or public sector environments.
• Knowledge of financial workflows and translating financial business processes into technology solutions.

Work Environment

• Hybrid work arrangement with primarily remote work.

• Equipment pickup may be required in person.
• Fingerprint background check and additional security screening required upon hire.

Duration

Initial engagement through June 30, 2027, with the possibility of extension based on project needs and performance.
