ZOE Institute for Future-Fit Economies is an independent think & do tank active at the EU level and in Germany. At the interface of politics, research, and civil society, we are dedicated to policy-oriented research for a future-fit economy that enables people to live well within planetary boundaries.

Ihre Aufgaben

We are looking for a strategically-minded and action-oriented leader to drive our political work across all thematic areas and teams, primarily in Germany. You will shape strategy and turn ideas into action both in terms of policy impact and in strengthening ZOE Institute's role in Germany, including identifying and developing funding opportunities.

You will bring initiative, strong leadership skills, and the ability to move work forward proactively, collaborating closely with colleagues across teams to strengthen ZOE's influence and visibility and to advance a future-fit economy that works for both people and planet.

Areas of responsibility include:

Policy engagement & relationship building

  • Cultivate, manage and expand relationships with policymakers, as well as with political advisors, foundations, business experts and ecosystem partners.
  • Champion ZOE's key thematic areas with a special focus on Germany and translate research insights into actionable policy proposals.
  • Set up and facilitate policy dialogues, roundtables, and long-term strategic partnerships.

Fundraising

  • Lead and oversee fundraising efforts aligned with the organisation's core thematic areas, ensuring strategic coherence and long-term impact as part of our fundraising team.
  • Build, manage, and steward relationships with key funders, serving as a senior point of contact and strategic partner.

Strategic planning & organisational development

  • Support the executive leadership in shaping ZOE's medium- and long-term strategic direction in Germany.
  • Conduct foresight and trend analysis to inform organisational priorities and identify emerging opportunities.
  • Contribute substantively to policy development in ZOE's core focus areas (e.g., economic resilience, fiscal and industrial policy, future generations/governance).
  • Represent ZOE in Germany - in media, conferences, expert hearings, high-level dialogues etc.
  • Lead and oversee ZOE's positioning in key public debates and supporting organisational thought leadership.

Internal leadership & team collaboration

  • Mentor and guide junior policy staff; promote a culture of strategic thinking and high-quality policy crafting.

  • Lead or oversee projects that span multiple policy domains including cross-team coordination and knowledge transfer.

  • Support fundraising efforts by contributing to proposals, stakeholder relations, and project design.

  • Location: Applicants are preferably based in Berlin, but must reside in Germany or Belgium.

  • Travel: The position requires occasional travel within Germany and Belgium for meetings, conferences, and stakeholder engagements.

  • Availability: Ability to participate in in-person events, political meetings, and strategic workshops as needed, sometimes at short notice.

Ihr Profil

  • Expertise in the German policy-making process including government/institution decision-making processes, the policy and institutional cycle
  • At least 5 years of professional experience in policy consulting, advocacy, as a policymaker or advisor, or in comparable fields, monitoring policy processes, policy developments and timelines, or coordinating this process
  • Strategic thinking capabilities to design projects, plans and strategies for impact
  • Excellent relationship-building and networking skills with people in the policy arena at all levels, and existing contacts within the German policy-making landscape
  • Good communication and presentation skills (written and verbal) when explaining research results to a non-expert audience
  • Capability to work on several projects in parallel and to work across thematic areas
  • Fluency in written and spoken German and English

In addition, some of the following competencies fit well into our team but are not a requirement: Master's degree or PhD in economics, political economy, EU policy and governance or equivalent policy-making knowledge and skills acquired through other demonstrable means; and knowledge of participative and co-creative processes such as design thinking.

Wir bieten Ihnen

The weekly workload can be arranged flexibly between 20-30 hours. ZOE uses 38h as full-time working hours. The position is planned to start as soon as possible. We wish for a regular presence in Berlin; however, we support a hybrid work environment. This is a senior level role within our salary and competency frameworks. The gross monthly salary ranges from €5,000 to €6,450 (based on a 38-hour full-time schedule), depending on experience and competencies, and will be prorated according to the agreed working hours. The initial contract will be issued for one year. However, the role is designed to contribute to the long-term development of the organisation and is intended to transition into a permanent full-time position. For this reason, we are seeking a candidate who is interested in and suited for a long-term collaboration beyond the first year.
