Project Overview
The district government's Procurement Automated Support System (PASS) Modernization Project is replacing the existing on‑premises procurement management system with a new state‑of‑the‑art cloud solution (Oracle). We are seeking a Technical IT Project Manager to provide technical feedback and coordinate the work of partner agencies responsible for updating system architecture, data warehousing, and integration with other key District systems.
This position reports to the Project Management Office (PMO) of the Division of Systems, Data & Performance and will oversee planning, coordination, integration, and reporting to ensure all technology components are delivered on time and within scope.
Roles and Responsibilities
- Lead project planning and execution, including integrated schedules, documentation, status reporting, and executive presentations.
- Oversee technical and functional activities related to data warehouse migration, feature upgrades, and system architecture updates.
- Translate technical strategy into actionable plans covering resource alignment, timelines, communications, and go‑live preparations.
- Serve as a liaison across PMO leadership, technical teams, and partner agencies to ensure transparent communication.
- Ensure alignment between client, partner agencies, and technical workstreams, including data integration, cloud architecture, and security.
- Facilitate collaboration to resolve dependencies, risks, and technical challenges.
- Ensure compliance with District standards regarding security, data governance, testing, and architectural reviews.
- Coordinate resources and monitor progress to keep technical workstreams aligned with PMO milestones.
- Manage project scope, risks, actions, issues, and decisions (RAID).
- Maintain organized project documentation using Microsoft Teams and SharePoint.
Required Skills and Experience
- Bachelor's degree in IT or equivalent experience (20+ years).
- PMP or equivalent project-management certification.
- Managing IT projects or major technical workstreams within large, complex modernization efforts (16+ years).
- Coordinating work of partner agencies, third-party vendors, or external technical teams (16+ years).
- Strong leadership, facilitation, and decision-making skills (16+ years).
- Demonstrated ability to track RAID logs and maintain project documentation (16+ years).
- Excellent communication skills for both technical and non-technical stakeholders (16+ years).
- Agile Scrum methodologies, including sprint planning and road mapping (10+ years).
- Understanding of data-warehouse environments, data integration, and enterprise reporting (8+ years).
- Coordinating system architecture updates, API integrations, or cloud-based solution components (8+ years).
- Familiarity with cloud platforms (Azure, AWS, or Oracle Cloud) (6+ years).
- Knowledge of System Integration Testing (SIT) and User Acceptance Testing (UAT) (5+ years).
- Proficiency in Microsoft Office Suite, Teams, and SharePoint (5+ years).
- Knowledge of data warehousing solutions such as Databricks (2+ years).
Desired Qualifications
- Knowledge of Oracle Cloud Fusion (2+ years).
Work Environment
- Hybrid schedule: 4 days onsite and 1 remote day.
